Dr. Temitope Sinkaiye was the first National Programme Coordinator of the National Cash Transfer Office (NCTO). She was part of the team that designed and developed the National Social Safety-Nets Project in partnership with the World Bank. She worked committedly towards ensuring that systems for the effective delivery of the programme’s development objectives were put in place. She also drove the process of establishing the 36 states and FCT Cash Transfer Units as well as ensured detail screening of qualified personnel based on merit to man the offices for effective service delivery.
Her tenure was a period of endless learning, mentorship and prioritization of the programme set objectives.
Dr. Temitope Sinkaiye holds a Doctorate in degree in Agricultural Extension and Rural Sociology from the respected Obafemi Awolowo University, Ile Ife, Osun State. Before her appointment as the National Programme Coordinator, she served as the Special Adviser to the Kogi State Governor on Youth and Women Development (2013) where she managed a pet project called Youth Advancement and Development Programme for Kogi State (YAD4Kogi).
Jafar Yabo Ibrahim took over the leadership of the NCTO in acting capacity after the exit of Dr. Temitope Sinkaiye from the Federal Civil Service. Before then, he was the Programme Accountant. In his 8 month of acting, he provided the needed leadership for the programme.
Halima Shehu resumed office as the substantive National Programme Coordinator for the programme in June, 2021 to manage its affairs and to provide leadership towards achieving the programme overall objectives. Since assumption of office, she has worked tirelessly in making sure the programme delivery momentum is sustained. Within a short period of assuming office, she assiduously commenced clearing of backlog of beneficiairies’ stipends as well as facilitated the completion of the digitization process of all aspects of the payment delivery chain. Today, almost 2 million of the programme beneficiairies our debit cards, which they use for all the transaction they can. of the programme.
Halima Shehu holds a Master’s Degree in International Affairs and Diplomacy (MIAD) from the prestigious Ahmadu Bello University, Zaria, Kaduna State. Before her appointment she was the Technical Adviser on Humanitarian Affairs to the Honourable Minister of Humanitarian Affairs, Disaster Management and Social Development.
